Policies Regulating the Activities of Science Societies in Saudi Institutions


Article (1)

 It is permissible for Saudi Universities to form scientific committees that work under their supervision, carry out activities in developing theoretical and applied knowledge and offer scientific and applied consultations to general and private sectors in accordance with the rules.

 Article (2)

Scientific societies aim to achieve the following:

a- Develop and encourage scientific thought in a specific major.

b- Make scientific contact among society members.

c- Offer scientific consultations.

d- Develop scientific and vocational performance between society members.

e- Exchange scientific contributions and ideas with similar bodies inside the kingdom and abroad.

 Article (3)

The activities of the scientific societies are:

a- Carry out and encourage scientific research and consultations.

b- Authorship and translation of relevant scientific books.

c- Conduct scientific studies to develop applied practices.

d- Organize relevant symposia, workshops and courses.

e- Make studies and issue relevant periodicals.

f- Participate in domestic and international exhibits.

g- Invite relevant scientists and scholars to participate in the society activities.

h- Organize scientific trips for the members and make scientific competition.

 Article (4)

1- To avoid repetition when establishing a one-major society in the university or in another university in the Kingdome, a society is established by a decision from the university council at the recommendation of the scientific council.

2- After the decision of establishing the society is made, a temporary committee composed of five members will make the procedures. One of the members will head the committee. This committee will be invalid by convening the first general meeting and selection of members.

 Article (5)

Conditions of membership:

There are three types of membership:

 1- Full membership, with have the following conditions:

 a- The member should have a scientific degree.

b- He should pay the annual contribution.

c- His membership should be approved by the council.

2- Honorary membership:

 It is given by the general meeting to a person who contributes in developing the society or who donates, such a member is spared from paying membership contributions. He has the right to attend meetings.

3- Affiliation membership

4-It is for students and people who are interested in the society but they do not have the qualifications. Such a member should pay half the annual contributions. He can attend meeting, but he does not have the right to vote.

 Article (6):

End of membership.

Membership will end in the following conditions:

a- The member's withdrawal or death.

b- If he does not pay the annual subscription after one year.

c- If he misses one of the membership conditions.

d- If he does any wrong that damage the society, his membership will be dropped by the general meeting

 Article (7)

Reinstating membership

The council can reinstate a member if the reasons that led to canceling his membership no longer exist.

 Article (8)

General meeting

It is composed of the members and holds an ordinary meeting once a year. An extraordinary meeting can also be held when the necessity arises.

 Article (9)

Duties of the general meeting

1-Set the rules that organize the society's work.

2-Approve the meeting annual budget.

3-Approve the society annual report.

4-Approve the work plane.

5-Suggest establishing braches for the society.

6-Approve an internal auditor and decide his fees.

7-Suggest transfer the society location from one university to another.

8-Suggest dissolving of the society

Article (10)

The Honorary chief:

The general meeting has the right to recommend an honorary chief for the society among characters who are interested in the society, that will be for a three-years one term, and the chief has the right to attend meetings. 

Article (11)

Society resources and budgets:

First: Self resources which are:

a- Members annual contributions.

b- The society income of printing, newsletters and provided services.

c- The income of programs and courses.

d- Donations and gifts from universities, authorities and individuals.

Second: Society budget and closing accounts

a- The society's fiscal year starts and ends with the university fiscal year.

b- Closing accounts are set according to financial rules.

Article (12)

The society council:

1- The council is composed of not more than nine members, they are chosen by the general meeting through secret voting. At least a third of them should belong to the university.

2- The membership duration is three years, renewable only once.

3- If a member is absent from the meeting three times consecutively without justification, the council can consider him resigned.

4- If a membership vacuum occurs, the council has the right to replace him.

5- The council will choose its chief by secrete voting for a duration of three years, renewable only once. He should belong to the university. The council will also choose a deputy chief, a secretary and financial controller.

6- The council chief will represent the society inside the kingdom and abroad in compliance with the rules.

Article (13)

The council meeting

The council will hold ordinary meeting every three months. The meeting will be legalized by majority. The council can also hold extraordinary meetings if half the members ask for that. The decisions are issued by majority, if the votes are equal, the council chief will have the final say.

Article (14)

Duties of the council

1- Suggest society budget.

2- Prepare the general meeting agenda.

3- Suggest the society's general policy.

4- Suggest the society's internal rules.

5- Form committees and specialized groups to run the society activities.

6- Prepare the society annual report.

7- Decide the member and annual contributions.

8- Designate people who will conduct studies and researches.

9- Approve organization of symposia, courses and workshops in compliance with the systems.

10- Accept donations, gifts and the aid.

Article (15)

General rule

1- The society is under the supervision of the president of the university where it has been established.

2- The society executive rules will be in accordance with the general rules.

3- The final report of the general meeting will be approved by the university president.

4- If any difference of opinion occurs between the university president and the general meeting, the issue will be submitted to the university council which will have the final say.

5- If the society is dissolved for any reason, its properties will belong to the university where it has been established.

6- If the society is transferred from one university to another, its belongings and documents will be transferred to the new university

7- The Higher Education Council has the right of interoperating these rules.

8- These rules will be valid the day they have been approved.

9- All present societies will be subject to theses rules ,

10- These rules will revoke all that contradicts with them
